LBExamThe Contractors State License Board (CSLB) is rewriting the Law and Business exam. The board packet for the September 2 and 3, 2026 meeting lists it under “Examination Programs in Progress as of July 31, 2026”, in the Item Bank Development column, beside eight trade exams. That one line is all CSLB has announced. The packet gives no release date and no new outline, and nothing you can download today has changed.
What the packet says a revision is
CSLB’s Examination Development Unit writes and maintains the board’s 58 exams. The Testing Program Update in the packet describes how a revision runs, and the description is the same for every exam on the list.
State law requires each license exam to be updated at least every five to seven years, and the packet says every CSLB exam meets that standard. A revision takes about a year and has two phases. The first is an occupational analysis: interviews with a statewide sample of active licensees, a draft list of job tasks and the knowledge behind them, a workshop with licensees acting as subject matter experts, a large online survey, then a second workshop that produces a validation report. That report carries an examination outline, which the packet calls the blueprint for building exam forms.
The second phase is item bank development. In the packet’s words, it involves numerous workshops with subject matter experts to review and revise existing test questions, write and review new ones, and determine the passing score.
The Law and Business exam is in that second phase. As of July 31, 2026, its occupational analysis is done, its questions are being reviewed and written, and its passing score has not yet been set. C-7 Low Voltage Systems, C-17 Glazing, C-39 Roofing, C-53 Swimming Pool, B-2 Residential Remodeling, C-31 Construction Zone Traffic Control, C-46 Solar and C-49 Tree and Palm are in the same column. C-33 Painting and Decorating and C-54 Ceramic and Mosaic Tile are a phase behind, still in occupational analysis.
What it does not say
The packet lists three exams released between May 1 and July 31, 2026 (the asbestos certification, C-27 Landscaping and its Spanish version) and two item banks ready for release (C-29 Masonry and C-22 Asbestos Abatement). The Law and Business exam is on neither list. Nothing in the packet says when the new form goes live, whether the seven sections or their weights will change, or what the new questions cover. Any site telling you what the rewritten exam tests is guessing. CSLB has published nothing about its content.
The one date the packet does carry is the board meeting itself, and a board meeting is a report, not an effective date. If you have a Notice to Schedule in hand, the exam you book is the current one.
Plan from the March 2026 study guide
The published outline for the Law and Business exam is CSLB’s study guide, form 13E-LAW, revised March 2026 (the form number and date are printed on its last page). On September 3, 2026 the file linked from CSLB’s Examination Study Guides page was still that revision. It carries the seven sections and their shares of the paper:

Until CSLB posts a new edition of that guide, or a new form date on it, the March 2026 guide is the outline to study against. When a new occupational analysis outline reaches the guide, the section names or weights may move. Until then, the post on what is on the exam walks through the seven sections as the March 2026 guide states them.
Where the release date will appear
Two places. The Examination Study Guides page on cslb.ca.gov, where a new guide edition would replace the March 2026 file, and the Testing Program Update in the board’s next meeting packet, which is where the packet reports each exam released in the quarter. The September packet also notes that the Law and Business exam has been offered at the 20 Department of Consumer Affairs (DCA) approved PSI test centers outside California and Oregon since April 2024, so candidates in other states sit the same form Californians do.
